Mr. Garcia’s practice focuses on public law, with an emphasis on urban development and special districts. Mr. Garcia serves as general counsel and bond counsel for various special districts that provide public infrastructure, including water, sewer, drainage, parks, and road facilities. He represents numerous governmental entities in public law matters, special district creations, contract negotiations and preparation, administration of public meetings, and regulatory compliance. Mr. Garcia provides legal assistance for a broad range of land developments involving the financing, construction, and operation of public improvements. He has negotiated and prepared complex development financing agreements, water supply contracts, and utility agreements for numerous public entities and developments in Brazoria, Fort Bend, Harris, and Montgomery Counties.
Mr. Garcia also focuses on surface water related projects involving regional water authorities and regulatory compliance for conversion from groundwater to surface water usage.
