Jody’s principal area of practice is State government relations oriented, with a secondary focus on public finance, urban development law, and local government regulation. She represents her clients on a continuing basis, addressing their legislative needs as issues evolve from Legislative Session to Session, and represents new clients every Legislative Session who face legislative challenges. Jody has represented clients before the Texas Legislature in every regular session since 1983.
In addition, she represents clients desiring creation of special districts whose chief purpose is providing water, sewer, and drainage services and economic development. Jody represents tax increment reinvestment zones, municipal management districts, municipal utility districts, and other financing mechanisms used to facilitate urban development and renewal activities and the financing of public works and infrastructure.

Legislative Activities. Jody serves as the co-head of the lobby effort that speaks for Tax Increment Reinvestment Zones. She works closely with the Texas Municipal League and various tax and business groups also active in State government matters. Jody manages coalition activities, drafts bills and amendments, prepares client testimony and clients for public appearances.
