Biography


Kathryn V. Garner

For over 30 years, Ms. Garner has focused on federal tax law related to public finance/tax-exempt bond financings. She has advised cities, counties, school districts, community college districts, nonprofit organizations (including charter schools), and special districts including municipal utility districts on numerous issues including arbitrage and rebate compliance, and has represented issuers and borrowers in connection with IRS audits of tax-exempt bonds. In addition to serving as tax counsel, Kathy has experience as general counsel to governmental entities and nonprofit organizations and has served as borrower’s counsel and underwriters’ counsel in connection with bond transactions for large Texas issuers. Kathy joined the firm in 2019 to focus her practice on general counsel and bond counsel work for municipal utility districts and other special districts.

Education and Professional Background: J.D. South Texas College of Law (1986, with Honors; Order of the Lytae); B.S. Baylor University, (1976, Magna Cum Laude) and M.S. (1978). Kathy began her legal career at Vinson Elkins, LLP and over her career, she has been a tax partner at three Texas law firms. Prior to joining ABHR, Kathy was Of Counsel at Orrick, Herrington, & Sutcliffe LLP and assisted the firm in opening its first Texas office.

Legal Memberships: State Bar of Texas; National Association of Bond Lawyers, American Bar Association, Houston Bar Association, Houston Bar Foundation.

Professional Memberships: Kathy is a founding member, past president and events chair of Women in Public Finance, Texas Chapter, a former director of Women in Public Finance, National Chapter, and a 2011 graduate of Leadership Texas.
