Tax Increment Reinvestment Zones

ABHR attorneys are widely recognized for their experience with Tax Increment Reinvestment Zones (TIRZs), a process also referred to as Tax Increment Financing (TIF). Our representation has included creating TIRZs, drafting and amending project and financing plans, annexing territory, negotiating inter-local agreements for the participation of taxing entities, negotiating development and financing agreements, and serving as bond counsel.

ABHR attorneys pioneered the practice of creating a Local Government Corporation to administer, manage, and issue bonds for a TIRZ. We have served as bond counsel for many area TIRZs. Our attorneys have been involved in significant legislation affecting both TIRZs and Local Government Corporations to help pave the way in effectively promoting this economic development tool.

ABHR attorneys have been involved with creating and administering some of the most successful TIRZ and Local Government Corporation developments in Houston, including Uptown Development Authority, Memorial City Redevelopment Authority, and Lake Houston Redevelopment Authority; as well as successful zones in Katy, Baytown, Pearland, League City, Mission, Midland, and other Texas municipalities.
