Allison Leatherwood

Senior Attorney

ABHR attorneys are focused on public finance law, large land development, and local government regulations. As general counsel and bond counsel they represent special purpose districts and facilitate the legal frameworks required to plan, finance, and construct public infrastructure.

“What I enjoy most about my work is the opportunity to work on projects that are both legally complex and practically important, supporting growing communities and the people who live in them.”

Allison works with special purpose districts, including municipal utility districts and water control and improvement districts, serving as both general counsel and bond counsel. In these roles, Allison advises clients on public law matters, contract negotiation and preparation, regulatory compliance, and the administration of public meetings. Allison is actively involved in significant infrastructure and development projects, including Towne Lake and Harris County Municipal Utility District Nos. 500 (master), 501, and 503 (participants). She also works on the approximately $77 million Greenhouse Road/U.S. 290 underpass project, coordinating with the Texas Department of Transportation and Union Pacific Railroad.

Allison brings to her practice the skills developed through prior experience as a commercial litigator, applying a strong analytical approach and practical problem-solving mindset to complex public sector matters. She values ABHR’s collaborative culture and supportive environment, which she believes fosters thoughtful work, professional growth, and meaningful contributions to clients and the communities they serve.
