Trey’s principal areas of practice are public finance, land development, local government regulation, and state legislative matters. Trey works to deliver infrastructure to support the growth and development of Texas and to keep homes attainable for Texans. He represents special districts and developers to develop and finance public works and infrastructure, and he serves as general counsel and bond counsel to special districts. Trey works with developers to structure development agreements with cities and other local government entities.
Trey has worked to draft significant pieces of legislation and lobby for their passage, including changes to Chapters 49, 51, 54, and 57 of the water code (water districts), Chapter 375 of the Texas Local Government Code (management districts), the Texas Tax Code (Tax Increment Reinvestment Zones), protecting land owners from “Certificates of Pubic Convenience and Necessity” (CCN)s, and ensuring reasonable limitations on city and county regulation.
