Kelsey M. Taylor focuses her practice on public finance, urban development, and local government regulation. She serves as general counsel and bond counsel to special purpose districts that finance and construct water, sewer, drainage, road, park, and other public infrastructure supporting residential and mixed-use development. In these roles, Kelsey advises district boards on public law matters, contract negotiation and drafting, administration of public meetings, and regulatory compliance. Kelsey regularly works with private developers and local government entities on land use matters, development agreements, and public-private partnerships tied to large-scale community development. Her experience includes supporting master-planned and municipal projects such as Goodland, Preston Harbor, Harvest, Windmill Farms, Furst Ranch, Wildflower, and a public-private partnership with the City of Lancaster.
Kelsey’s approach emphasizes structuring infrastructure financing to support housing affordability and long-term community planning.
