Tim serves as general counsel and bond counsel to a variety of special purpose districts that finance and construct water, sewer, drainage, road, and other infrastructure supporting community growth. In these roles, Tim advises clients on public law matters, including contract negotiation and drafting, regulatory compliance, and the administration of public meetings. Tim also works closely with private developers and local government entities to structure development agreements that provide for public participation in commercial, residential, and mixed-use projects. His experience includes the creation of Gillespie County Municipal Utility District No. 1 in the City of Fredericksburg—the first municipal utility district in the county—as well as representing the Travis County municipal utility districts serving the Travisso master-planned community in Leander.
Tim brings to his practice the skills developed as a real estate development and finance attorney, along with a global perspective shaped by legal training and professional experience across the United States, Mexico, and Asia. He values the tangible impact of infrastructure planning, particularly the role of flood control and drainage systems in protecting communities through thoughtful, forward-looking design.
