Andrew serves as general counsel and bond counsel to special purpose districts that provide water, sewer, drainage, road, and park infrastructure to communities throughout Texas. His practice focuses on advising public entities and developers on the construction, financing, and operation of critical public facilities that support residential and commercial growth. Working closely with developers and governmental entities, Andrew leads contract negotiations with public and private parties to structure and finance public infrastructure projects. He routinely administers public meetings and represents clients before regulatory agencies and local, city, and county officials on land development, zoning, and related regulatory matters.
Andrew’s project experience includes the Village of Katy Development District, Waller County Municipal Utility District No. 43, Fort Bend County MUD No. 162, Montgomery County MUD No. 89, and Colton Municipal Utility Districts Nos. 1 and 2. Prior to joining ABHR, Andrew practiced management-side employment law, experience that informs his practical approach to negotiations, compliance, and stakeholder engagement in complex development matters.
