Nellie’s practice focuses on public finance, urban development law, and local government regulation. She works closely with special purpose districts, including municipal utility districts and water control and improvement districts, serving in both general counsel and bond counsel roles. In these capacities, Nellie advises clients on governance matters, regulatory compliance, contract negotiation, and the financing and construction of public infrastructure projects essential to growing communities. Nellie is actively involved in representing the Guadalupe-Blanco River Authority and the Lake McQueeney Water Control and Improvement District, where she provides legal guidance on complex public finance and water-related issues. Her work supports the development, maintenance, and stewardship of critical water resources and infrastructure throughout Texas.
