For nearly four decades, Clay Crawford has served as general counsel and special counsel to a wide range of special purpose districts, advising on district formation, governance, infrastructure financing, regulatory compliance, and long-term operations. He represents districts, landowners, and developers involved in master-planned and mixed-use developments across Texas. Clay’s experience includes significant projects such as Viridian, Lantana, Light Farms, Harvest, and the public-private partnership that financed Lone Star Park at Grand Prairie. He has also guided complex coordination efforts among cities, counties, state agencies, and private stakeholders.
Clay began his career in the mid-1970s creating and representing special purpose districts in the greater Houston area. He later served on the City of Houston Housing Improvement Program Review Committee and the Houston Parks Board, and as General Counsel to the Association of Water Board Directors. Since moving to Dallas in the early 1990s, Clay has focused on districts throughout the Dallas–Fort Worth metroplex. He approaches public finance with a long-term perspective, valuing work that creates infrastructure and communities that endure and improve everyday life.
