Dr. Mustafa Abdul-Jabbar

They serve as general counsel and bond counsel to special purpose districts that finance and construct water, sewer, drainage, road, park, and related public infrastructure for developing communities.

Mustafa advises district boards on governance, public meetings, regulatory compliance, and the issuance of public securities. His practice includes negotiating and administering development agreements and representing clients in public-private partnerships and other public law matters that require coordination among special-purpose districts, municipalities, and counties. Mustafa regularly works with private developers on urban and municipal economic development projects, assisting with negotiations, approvals, and long-term planning involving local government entities. His experience spans infrastructure planning and construction through ongoing district operations, with an emphasis on reliable service delivery and coordinated growth.
