Elizabeth advises special purpose district boards on a broad range of public law matters, including contract negotiation and preparation, administration of public meetings, and regulatory compliance. In these capacities, she represents clients with a steady, detail-oriented approach to governance and day-to-day legal operations. Elizabeth also works closely with private developers and local government entities to structure development agreements that provide for public participation in commercial, residential, and mixed-use projects. Elizabeth’s current district representations include Harris County Municipal Utility Districts Nos. 188, 504, 321, 406, and 391; Fort Bend County MUD No. 146; Valley Ranch Town Center Management District; Waller County MUD No. 37; Brazoria County MUD No. 89; Northeast Harris County MUD No. 1; and the Twinwood districts. She draws on prior experience as a real estate attorney at leading national law firms and as in-house counsel to a Texas commercial real estate developer, bringing a practical, solutions-oriented perspective to her practice.
