Robert serves as general counsel and bond counsel to a variety of special purpose districts that finance and construct water, sewer, drainage, road, park, amenity, and other public infrastructure supporting development across North Texas. In these roles, Robert advises clients on public law matters, public-private partnerships, contract negotiation and drafting, regulatory compliance, and the administration of public meetings. He also works closely with private developers in negotiations with local government entities on land use and economic development matters. His experience includes advising on district formations and development projects such as the Hunter Ranch districts, residential development in Grayson County, a new district supporting data center development in Mansfield, the Fort Bend County EpiCenter hotel and convention center project, and the 290 Betka Municipal Management District.
Robert brings to his practice the skills developed through prior experience in mergers and acquisitions, government affairs, and emerging technologies at a global law firm. He values the role public finance plays in turning ideas into communities and is especially engaged by projects at their earliest stages, where thoughtful legal and financing decisions shape long-term growth.
