Jessica Pharis

Attorney

ABHR attorneys provide legal counsel in large land development, public finance, public infrastructure, and local government regulation. Serving as general counsel and bond counsel, attorneys play an important role in orchestrating the financing and construction of water, sewer, drainage, transportation, parks and associated public infrastructure.

Jessica advises special purpose district boards on public law matters, including contract negotiation and preparation, administration of public meetings, and regulatory compliance throughout Texas. She works with special purpose districts such as municipal utility districts, public improvement districts, and municipal management districts, serving as both general counsel and bond counsel.

Prior to joining ABHR, Jessica practiced at a litigation boutique, where she handled a broad range of complex disputes and developed experience in case strategy, legal research and writing, and client advocacy. Her litigation background brings a practical, solutions-oriented perspective to her public sector practice and allows her to approach governance and infrastructure matters with careful attention to detail and long-term impact.

Jessica is especially motivated by work that supports responsible growth and stewardship of Texas’s natural resources and land, and she strives to help communities navigate development in a thoughtful and sustainable way.
