Aaron Carpenter

ABHR attorneys practice in public finance and public infrastructure, advising on land development matters and local government regulation while serving as general counsel and bond counsel to special purpose districts responsible for building and maintaining essential public facilities.

Aaron practices public law with an emphasis on land development, water districts, and tax-exempt finance. His experience includes water, sewer, drainage, roadway, park, and recreational facilities, as well as other infrastructure critical to supporting growing communities. Aaron regularly guides public entities through the issuance of tax-exempt and taxable bonds, compliance with state and federal law, and ongoing governance matters. He is deeply involved in structuring innovative financing solutions that balance public needs with fiscal responsibility.

In addition to his public-sector work, Aaron represents private developers in negotiating and structuring development agreements with cities, counties, and other local government entities. He helps clients navigate complex regulatory frameworks and design agreements that facilitate public participation in commercial, residential, industrial, and mixed-use developments. Aaron’s practice is marked by a practical, solutions-oriented approach and a strong understanding of the legal and financial issues that drive successful development projects.
