Adisa Harrington

Counsel

ABHR attorneys are focused on public finance law, large land development, and local government regulations. As general counsel and bond counsel they represent special purpose districts and facilitate the legal frameworks required to plan, finance, and construct public infrastructure.

Adisa works with special purpose districts, including municipal utility districts and levee improvement districts, serving in the roles of both general counsel and bond counsel, and also represents developers. Her practice includes advising districts with shared facilities as well as stand-alone districts, allowing her to address a broad range of operational and governance structures. In her capacity as general counsel and bond counsel, Adisa assists clients with public law matters, regulatory compliance, administration of public meetings, community relations, and the negotiation and preparation of contracts with cities, counties, and other governmental entities. Adisa provides practical guidance and takes a collaborative approach in navigating the legal requirements facing public entities and their stakeholders.

Adisa brings to her practice the skills developed through ten years of prior experience as an Assistant United States Attorney and commercial litigator. Her background in federal service and complex litigation informs her disciplined, strategic approach to advising district clients and developers on matters requiring sound judgment, attention to detail, and effective advocacy.
