Alia works with special purpose local governments—including municipal utility districts (including those serving master-planned communities), water authorities, local government corporations, management districts, tax increment reinvestment zones, and redevelopment authorities—serving as both general counsel and bond counsel. Alia has a particular interest in long-term water supply planning, water infrastructure development, water conservation and reuse projects, flood control infrastructure, and the planning and development of park and recreational facilities. Her practice also includes advising clients on economic development matters, including Chapter 380 agreements with municipalities, as well as transportation-related infrastructure projects.
Alia has led legal work on major projects such as the West Harris County Regional Water Authority Surface Water Supply Project, Towne Lake, Elyson, and multiple tax increment reinvestment zones for the City of Houston. Prior to joining the firm, her practice focused on federal and international tax planning, providing a strong analytical foundation for complex public finance matters.
