Christina’s practice spans the full lifecycle of urban development, from raw land acquisition and negotiation of utility and development agreements to the creation of special purpose districts, infrastructure financing, and the ongoing governance of established communities. Christina represents municipal utility districts, management districts, development authorities, water authorities, and tax increment reinvestment zones across Galveston, Montgomery, Harris, Fort Bend, Waller, Brazoria, and Chambers counties. Her experience includes advising on complex public-private partnerships between developers and cities, as well as projects involving multiple developers and shared infrastructure.
Christina negotiated regional plant agreements, cost-sharing arrangements, economic development agreements, and other agreements critical to the responsible development of Southeast Texas. She is known for her practical, solutions-oriented approach and her ability to balance regulatory requirements with development objectives, helping clients build infrastructure and governance structures that support long-term, sustainable community growth.
