ABHR attorneys provide legal counsel in large land development, public finance, public infrastructure, and local government regulation. Serving as general counsel and bond counsel, attorneys play an important role in orchestrating the financing and construction of water, sewer, drainage, transportation, parks and associated public infrastructure.

Ryan represents land developers and governmental entities in all aspects of public law. He serves as general counsel and bond counsel to various special purpose districts that provide for the financing and construction of water, sewer, drainage, roads and other development infrastructure.

In these capacities, Ryan represents clients in public law matters with an emphasis on tax-exempt finance, public infrastructure, economic development, water districts, municipal utility districts, and negotiations with cities and other local government entities.
