ABHR attorneys focus on public finance, public infrastructure, land development, and local government regulation. They serve as general counsel and bond counsel to special purpose districts that finance and construct water, sewer, drainage, road, park, and related public infrastructure for developing communities.

David’s practice focuses on urban development, with an emphasis on the acquisition and financing of critical infrastructure facilities serving residential, commercial, industrial, and mixed-use projects. He serves as Chair of the firm’s Executive Committee and plays an active role in guiding the firm’s strategic direction. David serves as general counsel and bond counsel to special purpose local governments throughout the greater Houston region. His work includes advising districts on governance, regulatory compliance, and public finance matters, as well as representing private developers in negotiations with cities, counties, and other local governmental entities for public participation in land and economic development initiatives. David works on districts including Fort Bend County Levee Improvement District 2, North Fort Bend Water Authority, and Texas Heritage Town Center,.

David values the tangible impact of his work and the ability to see projects evolve from concept to completion. As he often notes, the most rewarding aspect of his practice is watching something begin from a blank canvas and grow into a thriving community where people live, work, and play. His approach reflects a commitment to thoughtful planning, collaboration, and infrastructure that supports long-term community success.
