David’s practice focuses on urban development, with an emphasis on the acquisition and financing of critical infrastructure facilities serving residential, commercial, industrial, and mixed-use projects. He serves as Chair of the firm’s Executive Committee and plays an active role in guiding the firm’s strategic direction. David serves as general counsel and bond counsel to special purpose local governments throughout the greater Houston region. His work includes advising districts on governance, regulatory compliance, and public finance matters, as well as representing private developers in negotiations with cities, counties, and other local governmental entities for public participation in land and economic development initiatives. David works on districts including Fort Bend County Levee Improvement District 2, North Fort Bend Water Authority, and Texas Heritage Town Center,.
David values the tangible impact of his work and the ability to see projects evolve from concept to completion.
