Harry Holmes Thompson

ABHR attorneys focus on public finance, public infrastructure, land development, and local government regulation. They serve as general counsel and bond counsel to special purpose districts that finance and construct water, sewer, drainage, road, park, and related public infrastructure for developing communities.

Harry’s practice focuses on advising public entities on the legal and regulatory matters necessary to advance infrastructure projects efficiently and responsibly. In these roles, Harry represents clients in a wide range of public law matters, including contract negotiation and preparation, administration of public meetings, and regulatory compliance. He also works closely with private developers to structure development agreements with cities and other local governmental entities that provide for public participation in commercial, residential, and mixed-use projects. Harry’s work includes projects such as Austin Point, Fort Bend Water Control and Improvement District No. 2, and the Katy Management District.

Harry brings to his practice the skills developed through prior experience as a litigator, which inform his analytical, detail-oriented approach to complex legal issues. He is known for providing clear, practical guidance and for helping clients navigate multifaceted processes while balancing legal requirements with project objectives.
