Jacob advises special purpose district boards on public law matters, including contract negotiation and preparation, administration of public meetings, and regulatory compliance throughout Texas. He works with special purpose districts such as municipal utility districts, public improvement districts, and municipal management districts, serving as both general counsel and bond counsel.
Prior to joining ABHR, Jacob practiced at national law firms as a debt finance associate, where he advised clients on a variety of commercial financings, acquisition financings, and restructurings. His experience working on complex financial transactions brings a strategic, detail-oriented perspective to his public sector practice and allows him to approach infrastructure and governance matters with both practicality and long-term vision.
Jacob’s interest in the industry was shaped by growing up around the water and infrastructure sector through his father’s decades-long career in public service and engineering. That exposure gave him an appreciation for the meaningful, community-focused work involved in supporting Texas’s growth and infrastructure development.
