Kathy joined the firm in 2019, where she focuses her practice on serving as general counsel and bond counsel for municipal utility districts and other special districts. She brings more than three decades of experience advising public and nonprofit entities on complex legal and regulatory matters. Prior to joining the firm, Kathy worked extensively with cities, counties, school districts, community colleges, nonprofit organizations, and special districts throughout Texas. Her practice has encompassed a wide range of issues involving federal tax law, securities law, and public finance, including the structuring and issuance of municipal bonds. Kathy is known for her practical approach and deep understanding of the legal frameworks governing public entities.
Kathy currently represents numerous municipal utility districts, including Bastrop County MUD No. 1, Miralomas MUD, Travis County MUD Nos. 10, 15, and 16, and Williamson County MUD Nos. 10 and 11, among others. Her breadth of experience allows her to provide strategic, reliable counsel tailored to the unique needs of each district she serves.
