Katie Sherborne

Senior Counsel

ABHR attorneys advise on public finance and infrastructure matters, large land development, and local government regulation, representing special purpose districts as general counsel and bond counsel in the planning, financing, and construction of public infrastructure facilities.

Katie serves as both general counsel and bond counsel to a variety of special purpose districts throughout Texas that finance and construct water, sewer, drainage, road, recreational amenities, and other public infrastructure supporting development. Katie also represents private entities in matters related to property development within special purpose districts, providing guidance at the intersection of public and private development. Katie advises clients on public law matters, regulatory compliance, and the negotiation and drafting of agreements with both public and private entities. She regularly works with landowners, developers, and homebuilders on the creation and dissolution of special purpose districts, as well as on the negotiation and preparation of development, utility, and strategic partnership agreements with cities and other governmental entities. Her practice also includes agreements related to the construction and financing of public infrastructure projects.

Katie brings to her practice broad experience in real estate and government affairs, shaped by her prior work in commercial real estate, as a land use attorney in Houston and Dallas, and by her service as chief of staff to former Houston City Councilman Michael Berry.
