Paul works with special purpose districts, including municipal utility districts, public improvement districts, and water control and improvement districts. His practice focuses on advising districts on governance, regulatory compliance, and a broad range of legal matters affecting public entities. In representing special purpose districts, Paul draws on his background as a high-stakes commercial litigator and his prior service as an Assistant United States Attorney in the U.S. Attorney’s Office for the Western District of Texas, a federal law enforcement district encompassing the Austin, Del Rio, El Paso, San Antonio, and Waco divisions. In that role, Paul handled complex federal matters and worked closely with law enforcement agencies, regulators, and courts across multiple jurisdictions.
Paul has worked with numerous districts throughout Texas, including the Comal County Master Water Improvement District; Comal County WID Nos. 1A through 1F; Cotton Center MUD Nos. 1 and 2 of Caldwell County; Lamar Improvement District; Medina County Fresh Water Supply District No. 5; Medina Stonehill Special Improvement District; Park Place MUD of Guadalupe County; Purlsong Municipal Management District of Comal County; Ranch at Clear Fork Creek MUD Nos. 1 and 2; Redbird Ranch Fresh Water Supply District Nos. 2 and 3; Regency Ranch Improvement District of Guadalupe County; Sienna Lakes Special Improvement District; and Williamson County MUD No. 28.
