Steve is a founding partner of the firm and focuses his practice on the provision of public infrastructure for land development throughout Texas. Initially in the firm’s Houston officed, Steve relocated to open the ABHR North Texas office in 2022. Steve is particularly active in representing landowners and developers, tax increment reinvestment zones, municipal utility districts, municipal management districts, cities, counties, and other special districts. Steve serves as general counsel to numerous political subdivisions and acts as bond counsel and continuing disclosure counsel for local government tax-exempt financings. His work includes negotiating with local government officials and developers on land development, water, transportation, roadway, and stadium projects. Steve regularly represents private developers in negotiations with cities and other governmental entities for public participation in public infrastructure, land entitlement, and economic development matters.
His practice spans the full spectrum of public infrastructure projects, from master-planned communities and urban infill developments to regional road and water systems and industrial projects. He serves special purpose local governments of all types across North Texas, bringing a practical, solutions-oriented approach to complex infrastructure challenges.
