A 2,100-acre master planned community in the City of Leander in Central Texas, Travisso is projected to include 2,900 homes serving 7,400 residents, with 355 acres of green space and a 58-acre regional park.

The Challenge
Jurisdictional overlaps between Leander and Cedar Park’s Extra Territorial Jurisdiction created an undevelopable gap without access to utilities and emergency services.
The Solution
Through the negotiation of financial, jurisdictional, and development agreements, the site was realigned and annexed into Leander, enabling coordinated utility service and paving the path for infrastructure development.
ABHR’s Role
The firm drafted the Development Agreement between the developer, the Municipal Utility Districts (MUDs), and the City of Leander; prepared opt-out and annexation agreements; oversaw consultant work; provided legal guidance to the districts' governing boards; negotiated financing agreements; prepared legal opinions on bond issuance to regulatory authorities and the city, conducted tax due diligence; and submitted documentation to repurpose surplus bond funds for additional infrastructure projects.
