Annette serves as general counsel and bond counsel to a wide range of special purpose districts, including municipal utility districts, municipal management districts, public improvement districts in Bexar County, and master districts within large master-planned communities across the Greater Houston region. Her practice focuses on public finance and real estate development tools that support infrastructure and economic growth. Annette regularly works with economic development agreements, tax increment reinvestment zones, and other public finance mechanisms. She also represents developers and industrial clients in securing tax incentives, including economic development grants, tax abatement agreements, and Chapter 313 agreements.
Annette has extensive experience as bond counsel, including working closely with special districts and the Texas Attorney General’s Office on unique and complex financings. In addition, she serves as general counsel to special districts and has significant experience working with administrative agencies such as the Texas Commission on Environmental Quality. Known for her ability to navigate complicated regulatory environments, Annette negotiates and drafts agreements with a broad range of governmental entities to facilitate and incentivize development.
