Duggan works with both private companies and public entities on the construction, financing, and operation of water, sewer, and drainage infrastructure. In his capacity as general counsel and bond counsel, Duggan advises clients on a wide range of public law matters, including contract negotiation and preparation, the administration of public meetings, and compliance with applicable state and federal regulatory requirements. His practice focuses on helping clients structure and implement infrastructure projects that support long-term growth and operational efficiency. Before joining ABHR, Duggan practiced energy transactional law in the Houston offices of two multinational law firms. His prior experience includes representing public and private clients in mergers and acquisitions, handling administrative litigation before the Federal Energy Regulatory Commission, and negotiating and drafting complex commercial agreements.
Duggan has worked extensively within both the traditional and renewable energy sectors, providing him with a strong foundation in regulated industries. He brings this depth of transactional and regulatory experience to his infrastructure practice, delivering practical, business-minded solutions for his clients.
