Hannah Brook

Counsel

ABHR attorneys focus on public finance, public infrastructure, land development, and local government regulation. They serve as general counsel and bond counsel to special purpose districts that finance and construct water, sewer, drainage, road, park, and related public infrastructure for developing communities.

Hannah advises clients throughout the greater Houston area and surrounding counties on public law and development-related matters. Her practice includes contract negotiation and administration, regulatory compliance, community relationship-building, and guidance in the conduct of public meetings. Hannah works closely with developers to support responsible growth and development within the communities she represents, helping projects move forward in coordination with local needs and priorities. Hannah also facilitates partnerships between developers, local government agencies, and public entities to bring additional services and infrastructure that enhance the quality of life in those communities. Her work helps ensure that projects are structured to meet both immediate needs and long-term planning goals.

Hannah values the strong relationships built across the public finance industry and the collaborative efforts that drive community development. She finds particular meaning in watching projects evolve over time—seeing developments progress over decades and adapt to the changing needs of the people they serve.
