Suewan Johnson

Senior Attorney

ABHR attorneys advise on public finance and infrastructure matters, large land development, and local government regulation, representing special purpose districts as general counsel and bond counsel in the planning, financing, and construction of public infrastructure facilities.

Suewan Johnson works with special purpose districts in the roles of both general counsel and bond counsel. In addition to representing districts, she has advised state agencies, cities, counties, institutions of higher education, local government corporations, municipal management districts, and nonprofit organizations in matters involving public finance and governance. Suewan has also served as underwriters’ counsel, disclosure counsel, and trustee’s counsel, providing her with a comprehensive perspective on municipal finance transactions. Suewan’s practice encompasses a wide range of public finance and public law matters, including the structuring, issuance, and administration of municipal bonds. She is valued for her thoughtful approach to complex transactions and her ability to coordinate among multiple stakeholders to achieve efficient and compliant outcomes.

Suewan represents numerous districts, including Harris County Improvement District No. 18, Fort Bend County Levee Improvement District No. 17, the Sunnyside Redevelopment Authority, and the Memorial Management District. Her broad experience allows her to deliver practical, reliable counsel tailored to the unique needs of each client she serves.
