Kelly Hanen focuses her practice on local government law, urban development, and public finance. She joined ABHR in 2019 to concentrate on general counsel and bond counsel work for municipal utility districts and other special purpose districts. Kelly advises special purpose district boards on public law matters, regulatory compliance, contract negotiation, and the administration of public meetings. She also works closely with private developers and local governments to structure development agreements that provide for public participation in residential, commercial, and mixed-use projects.
Her current representations include districts such as Cinco Southwest, Fort Bend County Municipal Utility District No. 30, and the Gulf Coast Protection District. Kelly values the breadth of her practice and the opportunity to contribute to visible, lasting improvements across Texas.
