Kelly Hanen

ABHR attorneys advise on public finance and infrastructure matters, large land development, and local government regulation, representing special purpose districts as general counsel and bond counsel in the planning, financing, and construction of public infrastructure facilities.

“What I love about my job is that no two days are ever the same. One day I may be closing millions of dollars in bonds, and the next I’m answering residents’ questions about drainage concerns.”

Kelly Hanen focuses her practice on local government law, urban development, and public finance. She joined ABHR in 2019 to concentrate on general counsel and bond counsel work for municipal utility districts and other special purpose districts. Kelly advises special purpose district boards on public law matters, regulatory compliance, contract negotiation, and the administration of public meetings. She also works closely with private developers and local governments to structure development agreements that provide for public participation in residential, commercial, and mixed-use projects.

Her current representations include districts such as Cinco Southwest, Fort Bend County Municipal Utility District No. 30, and the Gulf Coast Protection District. Kelly values the breadth of her practice and the opportunity to contribute to visible, lasting improvements across Texas. She appreciates ABHR’s collaborative culture and its commitment to public service and responsible community growth.
