Andy advises special purpose district boards on public law matters, including contract negotiation and preparation, administration of public meetings, and regulatory compliance throughout the Greater Houston Area. He works with special purpose districts such as municipal utility districts, public improvement districts, and municipal management districts, serving as both general counsel and bond counsel.
Before joining ABHR, Andy served in the U.S. Navy as a Surface Warfare Officer (2010–2015) and then as an officer in the Judge Advocate General’s Corps (2015–2026). His military service included multiple deployments across the Western Pacific and advising on operational and administrative matters, international law and agreements, regulatory compliance, and military justice, providing him with broad experience in complex regulatory and transactional issues. He also represented clients in matters requiring careful negotiation and documentation under demanding timelines and oversight.
Andy brings a strong transactional and operational background to his public sector practice, enabling him to approach infrastructure and governance matters with a practical, detail-oriented, and solutions-focused mindset honed through years of service in high-stakes, no-fail environments.
