Andy advises special purpose district boards on public law matters, including contract negotiation and preparation, administration of public meetings, and regulatory compliance throughout the Greater Houston area. He serves as both general counsel and bond counsel to municipal utility districts, and municipal management districts, representing clients including Cinco MUD No. 1, Fort Bend County MUDs Nos. 122, 123, 162, and 176, Fort Bend County LID No. 20, Harris County MUD No. 71, Brazoria County MUDs Nos. 21 and 22, Harris County Improvement District No. 18, Katy West MUD, and Montgomery County MUD No. 108.
Before joining ABHR, Andy served in the U.S. Navy as both a Surface Warfare Officer and an officer in the Judge Advocate General’s Corps, where he advised on operational, regulatory, and legal matters and gained extensive experience in negotiation, compliance, and complex transactions. He brings that practical, solutions-oriented approach to advising special purpose districts and their boards.
