Andrew serves as general counsel and bond counsel to special purpose districts that provide water, sewer, and drainage infrastructure, as well as roads and parks, to communities throughout Texas.
Working with developers and government entities alike, Andrew counsels clients on the construction, financing, and operation of critical public facilities.
Andrew leads clients in contract negotiations with public and private entities to finance public infrastructure. He routinely administers public meetings and represents clients before regulatory agencies and local, city, and county officials regarding land development and zoning issues.
Prior to joining ABHR, Andrew practiced management-side employment law.
