ABHR attorneys focus on public finance, public infrastructure, land development, and local government regulation. They serve as general counsel and bond counsel to special purpose districts that finance and construct water, sewer, drainage, road, park, and related public infrastructure for developing communities.

Angie finds her work especially rewarding literally watching empty acreage becoming master-planned communities; blueprints becoming schools, parks, and roadways; and pipes and trenches becoming safe, reliable water and sewer systems.

Angie Lutz is a partner at Allen Boone Humphries Robinson LLP, where her practice centers on early-stage coordination between public entities and private developers. She negotiates with cities, counties, and developers on land development and infrastructure projects, focusing on the beginning phases of development to ensure that mutually beneficial agreements are negotiated and implemented. Angie serves as general counsel to numerous political subdivisions and acts as bond counsel on local government tax-exempt financings.

Angie has negotiated significant development agreements, including the development agreement with the City of Fulshear for the Johnson Development master planned community, Cross Creek West. She represents Cross Creek Ranch municipal utility districts within the City of Fulshear, the Del Webb community Sweetgrass in Richmond, the Sienna Management District, tax increment reinvestment zones in Missouri City, municipal utility districts in Conroe, and numerous levee improvement districts in Fort Bend County. Angie’s extensive knowledge of the special purpose district life cycle helps cities and developers achieve durable agreements and infrastructure solutions that support long-term, sustainable community growth.
