Chris has a wide range of experience in representing issuers, borrowers and underwriters of municipal debt in the financing of various types of facilities through public offerings, limited offerings and private placements. Although Chris’ recent practice has focused on the financing of road and utility infrastructure, his experience extends to the financing of healthcare and education facilities as well as sports venue projects.
Chris serves as bond counsel, general counsel and disclosure counsel to special-purpose governmental entities that finance, construct and operate road and utility infrastructure throughout Texas, and he has experience in financings involving both tax-supported debt and other support strategies such as tax-increment revenues. He also represents private developers in the creation of special-purpose districts through counties and through the Texas Commission on Environmental Quality, which often involves negotiation of agreements with municipalities and other local entities.
