Duggan serves as general counsel and bond counsel for special purpose districts that provide water, sewer, and drainage infrastructure for land development projects. Duggan works with both private companies and public entities on the construction, financing, and operation of water, sewer and drainage infrastructure.
In his capacity as general counsel and bond counsel, Duggan leads clients in contract negotiations and preparation as well as the administration of public meetings and regulatory compliance. Before joining ABHR, Duggan practiced energy transactional law in the Houston offices of two multi-national law firms. Duggan’s prior practice included public and private mergers and acquisitions, administrative litigation matters arising before the Federal Energy Regulatory Commission, and the negotiation and drafting of various commercial agreements on behalf of public and private entities within the traditional and renewable energy spaces.
