Emily advises special purpose district boards on public law matters, including contract negotiation and preparation, administration of public meetings, and regulatory compliance throughout the greater Central Texas region. She works with special purpose districts such as municipal utility districts, public improvement districts, and municipal management districts, serving as both general counsel and bond counsel.
Prior to joining ABHR, Emily practiced commercial litigation, handling matters in the energy and securities sectors as well as general contract disputes. Her experience includes managing large case teams and complex litigation strategies, negotiating high-stakes settlements, and advising clients on their rights or exposure under commercial contracts.
Emily brings a litigation-focused, pragmatic perspective to her public sector practice, allowing her to approach infrastructure and governance matters with a practical, detail-oriented, and solutions-driven mindset.
