ABHR attorneys advise on public finance and infrastructure matters, large land development, and local government regulation, representing special purpose districts as general counsel and bond counsel in the planning, financing, and construction of public infrastructure facilities.

Greer’s practice encompasses all aspects of public law, with an emphasis on water districts and tax-exempt finance. He represents municipal utility districts located within the extraterritorial jurisdiction or corporate limits of numerous cities, including Houston, Conroe, Katy, Sugar Land, Richmond, Rosenberg, League City, Texas City, Dickinson, and Santa Fe. His work regularly involves advising districts on governance, regulatory compliance, and public finance matters. Greer has also worked with tax increment reinvestment zones and redevelopment authorities in Houston, Katy, and Sugar Land, providing counsel on the formation, financing, and administration of redevelopment projects.

In addition, he has served as bond counsel and underwriters’ counsel in tax-exempt financings for a wide range of public entities, including counties, cities, universities, and student housing projects. Greer is known for his practical, detail-oriented approach to complex public finance matters. He focuses on helping clients navigate regulatory requirements efficiently while advancing infrastructure and development projects that support growing communities throughout Texas.
