Attorney

ABHR attorneys provide legal counsel in large land development, public finance, public infrastructure, and local government regulation. Serving as general counsel and bond counsel, attorneys play an important role in orchestrating the financing and construction of water, sewer, drainage, transportation, parks and associated public infrastructure

John advises special purpose district boards on public law matters, including contract negotiation and preparation, administration of public meetings, and regulatory compliance throughout Texas. He serves as both general counsel and bond counsel to municipal utility districts and management districts, representing clients including Brazoria County MUD Nos. 38 and 89, Fort Bend County MUD Nos. 146 and 236, Harris County MUD No. 539, Montgomery County MUD No. 218, the Valley Ranch Medical Center Management District, and the Valley Ranch Town Center Management District.

Prior to joining ABHR, John practiced commercial litigation with a focus on the oil and gas and securities industries. His litigation background gives him a practical, solutions-oriented perspective as he advises district boards on governance, infrastructure, and regulatory matters.

John is committed to helping special purpose districts support responsible growth and deliver the infrastructure and services their communities rely on.
