Kathryn’s practice focuses on local government law, urban development and public finance.
She joined the firm in 2019 to focus her practice on general counsel and bond counsel work for municipal utility districts and other special districts. Prior to joining the firm, Kathryn spent over thirty years working with cities, counties, school districts, community colleges, nonprofit organizations, and special districts, including municipal utility districts, on numerous matters regarding federal tax law, securities law and bond issuance
