Mustafa serves as general counsel and bond counsel to various special purpose districts that provide for the financing and construction of water, sewer, drainage, roads, park facilities and amenities, and other land development and public infrastructure.

Mustafa also represents his clients in public-private partnership arrangements, public law matters, contract negotiations, and the administration of public meetings and regulatory compliance. He also works with private developers in negotiations with local government entities concerning urban and municipal economic development.
