Paul works with special purpose districts, such as municipal utility districts, public improvement districts, and water control and improvement districts.

In representing special purpose districts, Paul draws from his experience as high-stakes commercial litigator and Assistant United States Attorney in the U.S. Attorney’s Office in the Western District of Texas, a federal law enforcement district in the Department of Justice consisting of the Austin, Del Rio, El Paso, San Antonio, and Waco divisions.
