Robert’s practice includes local government regulation and compliance, state and federal legislative and political matters, election law, public finance, and land development. Robert helps Texans achieve the American Dream of homeownership and entrepreneurship by working to deliver public infrastructure across the State that enables affordable residential communities and successful commercial enterprises. He serves as general counsel and bond counsel to Texas’s most local political subdivisions—special districts—and also represents developers structuring public-private partnerships with cities, counties, and other government entities.
The Texas Miracle depends on high quality, reliable housing, but also on steady job growth and economic development. Robert’s work supports the creation and annexation of master planned communities, the construction of retail and business centers, and responsible taxation with representation. Robert also has extensive experience advising large-scale data center developments on the buildout of gas and electrical generation and transmission infrastructure.
Born and raised in North Texas, Robert promotes the use of special districts as a solution for critical water, transportation, and power issues in the region. Robert brings to his practice the skills developed through prior experience in mergers and acquisitions, government affairs, and emerging technologies at a global law firm.
