Spanning more than 2,000 acres, the District supports millions of square feet of office, retail, and dining space and serves as a daily destination for more than 60,000 commuters.

The Challenge
The Energy Corridor required a governance and financing framework capable of supporting continued reinvestment in a dense, multi-jurisdictional environment to fund public safety, mobility, and infrastructure improvements. Balancing long-term economic competitiveness with transparency, fiscal responsibility, and evolving community needs required carefully structured public-finance tools and ongoing legal guidance.
The Solution
Established in 2001 by the Texas Legislature as Harris County Improvement District #4, the District advances public safety, mobility, infrastructure, and economic development projects that accelerate area improvements and establish long-term community vitality.
ABHR’s Role
ABHR serves as counsel to the Energy Corridor District, and provides ongoing legal guidance related to district operations, financing mechanisms, and coordination with public entities.
